Rome’s roads facilitated the administration of a vast empire. What is the meaning of the expression “All roads lead to Rome”?

Since Rome was such a big empire and trading center, I assume "all roads lead to Rome" means that most of the trading roads in Europe led to Italy or somewhere around Rome.
