A complete sentence needs to have a verb (the action) and a subject (the thing doing the action). 

For 35, only A is correct. The rest are fragments.

For 36, again, only A is correct.

For 37, only C is correct.

Sentences without a subject and a verb are considered sentence fragments. They have their place in certain rhetorical styles, but they aren't technically correct.
