I'd prefer you write this out symbolically instead of in words:

   8                       -3
------- divided by -----
   -4                        9

Why not reduce both fractions first?  We get    -2   divided by -1/3, which is
the same as -2 times -3.  Answer:   6
-8/4 divided by -3/9 equals 6
