James Madison was the 4th president of United States.
The greatest danger come from the Government to the individual rights. Individual rights include many things like they have the right of liberty, property, religious freedom etc.
The greatest danger to individual right is to determine majority which are backed by elected leaders and eager to carry out what they want.
