Here, If 28 inches is the diameter then, 
C = π * diameter
C = 3.14 * 28
C = 87.92 in

Now, If the mentioned measurement is the radius, then:
C = 2 * π * r
C = 2 * 3.14 * 28
C = 175.84 in.
