For this case since the equation is parallel we need to have the same slope on this case m=1 since y = 1x-4
Now with the slope we have the following general form:
y= 1x +b
And we can sue the point x= 2 and y=3 to find b and we got:
3= 1*2 +b
b= 3-2=1
And then the equation would be given by:
y= x +1
