The answer is the First Continental Congress. They were a group of representatives from twelve of the Thirteen Groups. They send a humble request to King George III to notify his magnificence that if it had not been for the performances of cruelty involuntary upon the colonies by the British Assembly, the American people would be upright behind British rule.
