The intent was to create a process for claiming land that would be fair for both Native Americans and those land owners that had purchased land in good faith. The final Bursum Bill provided a legal way for non-Indians to establish right to the land. A 3-man Pueblo Lands Board would determine how much payment was needed. While this solution sounded fair, in the long run, By then the Pueblos had lost many acres of irrigated land and were awarded very little compensation.
