Diabetes occurs when, either by a lack of the substance or resistance on behalf of the cells, insulin cannot properly do its job.  Insulin decreases blood glucose levels by signaling to cells to take in sugar.  Without it, blood glucose levels will increase out of proportion.  This is unbalanced, and thus it destroys homeostasis, in this case with the chemical composition of the blood.
