Why does one atom have a partial negative charge in a polar covalent bond?

Due to a difference in electronegativity between the two atoms. The atom with more electronegativity will attract the electrons to itself more than one with a lower electronegativity which will create a slight negative charge around the more electronegative. I hope this helps. Let me know if anything is unclear.
