1. You can make the following expression, where [tex]O[/tex] is the orange picks and [tex]G[/tex] is the green picks:

[tex]O+G=25[/tex]

2. You have that there are 3 orange picks gor every 2 green, therefore:

[tex][tex]\frac{3}{2} =\frac{O}{G}\\ G=\frac{2}{3}O[/tex][/tex]

3. Substitute [tex]G[/tex] into the first equation and solve for [tex]O[/tex]:

[tex]O+\frac{2}{3}O=25\\ \frac{5}{8}O=25\\ O=15[/tex]

The answer is: There are 15 orange.
